If a train isn't in the list, you have to configure it yourself. "Global" is just for buttons, not for controllers. That's also why there is no "main controller". If you look in the tutorial at 4:54 you have to enter the correct joy no. and axis of your controller for each train. Note that your controller won't show up in the white window, if its position is 0. If it doesn't show up, even when moving the controller, please tell me. Now, onto controllers: Windows 10 natively supports Xbox 360 wired controllers. Every controller that you use on the PC, with some exceptions, are considered by Windows to be Xbox 360 controllers - even Xbox One/SeriesX/S controllers. Many controllers do work, however, without any extra programs, as Steam has a compatibility mode for most of them. This makes them be interpreted as X-Input controllers, but all button icons will be for the Xbox 360 or One, unless your game specifically has a modified UI for different controllers. Train Simulator isn't one of them. It's also worth pointing out that the menus in Train Simulator are pretty dreadful for controllers, so you'll want to use a mouse to navigate them.
It always bothered me with other programs that they became quite inaccurate and also did not change the controller continuously variable. Therefore, I wrote my own program.

there are other boards that can be programmed as arduinos, STM32F Blue Pill boards that are very cheap can be easily programed as an 'arduino maple mini' Not sure about Steam, but DS4Windows definitely allows you to use the touchpad as a mouse, as well as lots of other useful features (far more in depth than Steam). Dovetail Games announced they will provide support for external controllers in a future release of TSW2. They are currently working on a programming interface to enable 2-way controller communication similar to TS2020. When this is released we will be working on support as soon as possible. Not normally no. An internet connection is required if you want to use the automatic updates of the software and firmware. I have included a lot of trains, but configured them to match my "thrustmaster t flight hotas x" and the German language I still use the XInput solution in TSW2 and TSW3 because controlling throttle and brakes directly is really nice. Also, with the other tools I mentioned in my previous post I can split and remap my hardware levers to the Raildriver axis so that they match 1:1 with the loco I'm driving. For example, the Raildriver has throttle and brake on the same lever which is not the case for all locos like in the BR 185.
