Blue rectangles are used to give information, except for on motorways where blue rectangles givedirections Most junction numbers in the UK increase or decrease consecutively. Don't take this as a hard and fast rule, though: some motorways skip junction numbers, often because there are (or were) plans to add in junctions at a later date.
